ACT – The NSW Rail Safety Act 2008
ALARP – Stands for As Low As Reasonably Practicable, and is a term used in risk analysis of safety-critical and high-integrity systems. The ALARP principle is that the residual risk shall be as low as reasonably practicable.
AUDIT – A verification activity aimed at evaluating the conformance of the design, product, process or system, as appropriate
CATERING MANAGER – A Member of OTHR appointed by the Management Committee to plan and implement all matters and procedures involving preparation, storage, distribution and serving of catering products used within the rail corridor and for special OTHR sponsored activities outside the corridor.
CEO – The CEO of OTHR is the elected PRESIDENT.
COMPETENCE – The possession of skills and knowledge, and the application of them to the standards required in employment.
CONTROLLED DOCUMENT – Any document either internal or external that provides specification or instruction for ensuring achievement of planned outcomes. OTHR’s controlled documents are the electronic version held on OTHR’s intranet or extranet.
EXTERNAL DOCUMENTS – Documents, prepared by organisations/individuals external to OTHR.
INFRASTRUCTURE – Those facilities that are necessary to enable a railway to operate safely and includes, but is not limited to, railway track, associated track structures, tunnels, bridges, stations, platforms, signalling systems, train control systems, communication systems, overhead electrical power supply systems, buildings (including buildings used for administrative purposes), workshops and associated plant, machinery and equipment.
INFRASTRUCTURE MANAGER – A Member of OTHR appointed by the Management Committee to oversee all practical and operational matters associated with buildings and railway structures and equipment within the corridor but not including railway rolling stock or permanent way infrastructure (ie. the rail line)..
OPERATIONS MANAGER – A Member of OTHR appointed by the Management Committee to oversee day-to-day Railway Operations.

RAILWAY EMPLOYEE/VOLUNTEER
(a) An employee, volunteer or contractor of an operator of the railway who performs railway safety work, or
(b) A person who, without remuneration or reward, voluntarily and without obligation performs railway safety work for an operator of the railway, or
(c) An individual who is an operator of the railway and who performs railway safety work.
RAILWAY OPERATION –
(a) The construction and/or maintenance of infrastructure of a railway,
(b) The operation or movement, or causing the operation or movement, by any means, of any rolling stock on a railway, including operating a railway service if the operator of the service operates or moves, or causes the operation or movement of, rolling stock,
(c) The construction and/or maintenance of rolling stock.
RAILWAY SAFETY WORK – means any of the following classes of work carried out by a railway employee:
(a) Work involving the operation or movement of a train or trains,
(b) Work on or about railway infrastructure relating to the repair, maintenance, cleaning or upgrading of railway tracks or any rolling stock or associated works or equipment,
(c) Work involving certification as to the safety of infrastructure or rolling stock (or any item of infrastructure or rolling stock),
(d) Work involving the development, management or monitoring of safe working systems for railways,
(e) Any other work that is prescribed by the regulations as railway safety work,
It does not include any work that involves the driving of a motor vehicle on a road or road related area within the meaning of the Road Transport (Safety and Traffic Management) Act 1999.
ROLLING STOCK – Any vehicle that operates on or uses a railway track, but does not include a vehicle designed to operate both on and off a railway track or tracks when the vehicle is not operating on a railway track or tracks.
ROLLING STOCK MANAGER – A Member of OTHR appointed by the Management Committee to oversee all practical and operational matters associated with railway rolling stock including the repair, maintenance, testing, and upgrading of the rolling stock or associated works or equipment.
SAFE WORKING SYSTEMS – means the systems and procedures for operating trains safely and for protecting railway employees, passengers, freight, rolling stock and motor vehicles on or in the proximity of railway tracks.
SIDING – A portion of railway track, connected by points to a running line or another siding, on which rolling stock can be placed clear of the running line and stabled.
SECTION CAR – a light weight 4 wheel maintenance car which can be lifted onto the rail line. It is normally powered by a small internal combustion engine. It may otherwise be known as a powered trolley; a “trike” (incorrect term as it has 4 wheels); a ganger’s car; a “speeder” (U.S. term) or similar name. It is used for rail maintenance and inspection by fettlers.
SYSTEMS MANAGER – A Member of OTHR appointed by the Management Committee to plan safety inductions for all volunteers, contractors and employees and to develop, implement, maintain and evaluate OTHR’s Safety Management System, Job Safety Analyses, Toolbox Meetings, Risk Action Plans and Risk Register.
TOOLBOX MEETINGS – Short meetings held daily or more frequently focussing on issues which may affect the work group. They focus on Occupational Health and Safety issues as well as construction, quality, statutory and discipline concerns. They are generally conducted by the Team Leader. Toolbox meeting Forms must be attended by, and signed by all workers and volunteers on the particular project.
TRACK MANAGER – A Member of OTHR appointed by the Management Committee to oversee all practical matters associated with railway infrastructure involving the repair, maintenance, cleaning or upgrading of railway tracks or associated works or equipment on the permanent way.
