Governance, Management, Accountabilities, Responsibilities and Authorities
OTHR must have suitable and sufficient systems to ensure that those responsible for oversight of the organisation have appropriate information about safety, and to ensure that decisions affecting safety are implemented effectively. There must be systems and procedures to ensure the Management Committee has sufficient knowledge to determine whether:
- the SMS is working effectively
- safety risks are being identified, assessed and managed so far as is reasonably practicable
- risk controls are being reviewed and revised.
This requirement is outlined in Schedule 1, Item B of the Model Regulations. The operator must also provide for assignment and delegation of responsibility and accountability. Schedule 1, Item C of the Model Regulations outlines this requirement.
